The General Meeting consists of the delegates of the cooperatives that convene annually within four months following the end of each fiscal year.
Each cooperative is represented by two delegates at the Federation's General Meeting, the only exception being the Great Whale River Co-op, which has both Cree and Inuit members. In this case, both the Cree and Inuit have their own respective representatives. For the other cooperatives, there is one representative chosen by each cooperative's Board of Directors and the other representative is the cooperative's director who has been on the Federation's Board of Directors during the previous year.
Each delegate has one vote only and decisions are taken by majority vote. The election of the Board of Directors is taken by secret vote.
